Correct-or-loud honesty banners

Every solve carries structured scope notes — refuse (no numbers), blocking (numbers returned but the datasheet is gated), warn, and info — so you always know when a result is outside the validated envelope.

This is the backbone principle: correct or loud. Rather than silently returning a plausible-but-wrong number, the engine surfaces a typed note (steady register A1…A52, transient T1…T25) and, when unsafe, gates the datasheet.
